To remove / put on the crews wet weather gear, just go to the crew management screen then individualy drag / drop the members of the watch crew into any convenient spare slot inside the boat, then just put them straight back again. No need to dive the boat just for that.
You need to download the skins other mods, then extract them into your SHIII 'Mods' folder, then enable them with JSGME. There is actualy a new updated version of the JSGME available for download (http://www.subsim.com/radioroom/show...ighlight=JSGME)

If you still have problems, do a full uninstall / reinstall. This means of course manualy deleting all SHIII folders ('My Documents' and program files) and ' regedit '(Start-Run) to remove the 'Ubisoft/SHIII' from your registry. You do not have to install the GWX 1.02 patch before the 1.03, the 1.03 has all the fixes in the 1.02.
