No it's not. You will just create friction between the states and feds. Nothing more. Everyone knows that suing can't get them anywhere. Its simply a political stunt. Besides, I'm sure this bill has already come up, and the reason Bush is not pushing the agenda is A. He has other things to worry about right now, and B. The original bill as put forth probably has som BS pork barreled spending in it buried by senator
THere is only one logical way forward to get our government moving again - give the pres line item veto so he can veto out BS out of great bills that were buried in there by some idiot senator for his self interests.
ANother thing that needs to happen - campaign finance limits.
Those two things would solve so many problems in this country that it is unfathomable as to why it hasn't happened yet.
