New units (japanese), new capabilities, etc. If it just adds u-boats and some campaign stuff at the same level as stock (ie: not that great) I'd be hard pressed to see why I should. They could throw in the entire Atlantic, I'd still not care unless it adds useful target ships for me, etc.
