I think that's a graphics glitch in the game - related to the change of weather types. I saw it occasionally. It even prevailed through a load, so i thought it was just a game bug. But then again, last night my computer failed to boot - blue screen at windows - i had been getting bad graphics artifacting for weeks...i think she finally died.
