The Metox is a radar warning device. Whenever your boat is painted by a radar beam it alerts you to that fact. Excellent for avoiding AC as they will broadcast their presence long before being in visual range. It's also excellent for attacking convoys, as you can see the escorts radarsignals and manouver into position without even establishing visual contact with the convoy. Should be available March/April 1943.
I've found the radar detector in combination with the Allies insistence of putting radars on everything that floats or flies, and always keeping the sets transmitting, makes for a much easier job for a Kaleun. No more missing contacts just beyond your visual range, no more getting jumped by AC. And the wealth of tactical information the allied escorts give away without detecting you (as long as you stay beyond the effective echo range) is staggering.
The Metox (and later, improved detection devices) are very usefull all the time, whereas the radar - not so much. (I usually dont even install them anymore, because of the always-on-after-reload bug....)
