If you are not familiar with changing the AA & AF, then leave it alone (Antialsing & Antroscopic Filtering). I.e Jaggies & Quality at distance, repectively.
Leave the Sync option off.
The Light Harbour Traffic mod will dramatically increase your FPS in harbour and in all honesty, how often do you want to see the ships when leaving port? It's a toss up between Eye Candy & Game performance. Choose whichever you value most.
