Either a immigrant is allowed to live in the UK because he/she has family here, is in
danger in his/her home country, is a member of the EU etc. etc. In which case you
can't deny him/her access to the UK because he/she doesn't speak English.

Or a immigrant is in the UK illegally, in which case he/she should be deported
regardless of language.

There aren't really any cases that are undecided where language could be a make or
break factor.


Once in the UK, most long term immigrants do want to learn English, but that isn't
always easy. The government cut funding to English classes a few years ago.
