Do a tweak of the weather defalts. I'd change the wind speed up to 11 to 13 and the rain from 0.1 to 1.0 then the only reason they wouldn't go out to man the weapons is if there in the middle of the gale.

Now I have to go, some rebel cur has become too outspoken and needs a taste of the lash!
