This is a big generalization that varies widely from game to game.
Some games are VPU heavy, some games are CPU heavy.
SH4 is a bit of both. The reason that the game stutters during TC, is because of all the CPU processing of all the entities on the game world. At that time there's ZERO drain on your video card.
Like AVG stated, RAM helps enormously during CPU heavy cycles, like TC.
