It was historically added in the early versions of the Type VIIC, and yes that thing could cut nets. Consider that it was sharp and attached to a 700 ton weighing U-Boat with propulsion capabilities, that not all nets were done out of steel (Fishing nets were used until steel nets were available and they certainly could jam a U-Boat's diving planes or screw), and that it wasn't in fact meant to be an offensive tool (To cut nets and penetrate in harbours) but rather a help to free itself from defending nets. Of course the diving planes could get stuck with the net, but altogether it wasn't a mad idea, and some U-Boats in WW1 managed to escape thanks to them. In WW2 however U-Boats tended to operate in the free ocean and as such the net-cutters became just a useless tool.
