Partly, yes. Games that arent connected to any 'master servers' are usually cracked quickly. But for example, Battlefield 2 is AFAIK, still uncracked. There's cracked servers you can play on, but you need to buy the game to go to the official/ranked servers.
Also, games that use license, which you must activate usually remain uncracked. Good example is Theatre of War, which have been out for months now, but still remain uncracked.
