The problem is the hatch shown on the turm.tga/hull.tga does not match the UV Mapping location. So you can skin the hatch on the tga as much as you like and it won't take. What I propose to do for you is give you a screenshot showing the actual location that you actually need to paint.
These are the only files you need for the IXB:

Just make sure that you don't have an IXC skin enabled at the same time as they share files.
