creatively. One solution fixes everything:
enforce the laws that prohibits hiring illegal aliens.
The govt will raise mucho $$$ by fining the crap out of these greedy businesses that break the law and hire illegals at slave wages (and are also driving down labor wages in the US); when illegals can't get a job in the US, even with fraudulent Social Security docs, they will migrate back to Mexico* (no, they are not eligible for welfare, food stamps, or unemployment, so don't even ask.
