On the opened sea in 1600x1200 with 4xFSAA I have about 50-70 fps so it's quite good,but performance in Pearl is poor,so PLEASE if you can be so kind and write me your framerates especially when leaving/entering Pearl.
If a game puts greater FPS on lower resolutions it means it's GPU-bound (the CPU waits for the GPU to complete the tasks).

Depending on the context, SH4 can be both GPU and CPU-bound.

On a 8800 card, when in Pearl Harbor, the game is CPU-bound. The number of vertices is high but not near the limits of a 8800 card. The CPU is busy with the physics&AI of the ships, the AI and the skeletal movement of all the men on the shore and on the ships.

Basically, the only time SH4 is GPU-bound is when there is a major battle on the screen AND there are lot of particle generators (bow waves, explosions, fires, smokes etc).

And 30 FPS in Pearl when in 1600x1200 is not Poor performance. My 7800 GS card will quickly make SH4 GPU-bound on resolutions above 1280 (I get constant FPS no matter what I do). 8800 rocks
