When you dock at any other port outside of you home port, you can:
AWARD MEDALS
REPAIR YOUR BOAT
RECEIVE TORPS, FUEL & AMMO
You cannot:
UPGRADE YOUR BOAT.
When you are docked at an 'away' port you get the renown gathered so far.
