i think this is not so easy...handling with triggers, that are not present, is quite complicated. but guess its possible, even it takes a lot of time...

i still would be happy about new harbours! the crowd is ok, but the harbours look really odd. already tried to implement new building models, but pack3d often rewrites the 3d data wrong, so every time somethings buggy after modifying the harbours.dat

already started to build harbour kits, that are similar to the real one. but as there is no chance to get this integrated, the work was senseless.
