Nope - not if you break their will. Everyone breaks at some point. We have been simply slapping their wrists so far and that is giving them justification since it only hurts, but doesn't sting!

Hmm again i see paralels with Germany after WW1 when the penalties imposed were suposed to break their will, we all know how that ended.
