Define weapon. They all carry Trunchons
If you mean firearms - then 7% of police officers who work in London have the training that allows them to use firearms. Though, the majority of them will either not be on regular patrol or will not carry firearms except under certain circumstances.
Outside the big cities, it is exceptional to come across an armed police officer.

Yeah, your right, by weapon I didn't mean truncheon or baton, but more: A weapon, especially a pistol or rifle, capable of firing a projectile and using an explosive charge as a propellant.
Your figures are quite interesting, but I suspect a few percentage points too low.
As for areas outside of London I believe the figures are approximately half of those as stated for London. There are however always armed response vehicles patrolling in a discreet manner
