CCs' Mod may have overwritten the radio config file, below is how it looks in stock, that file.
De-activate CCs' Mod ( make sure you are in port ), and copy the
stock radio settings see below, into before the CBS Mod, make sure they go first besause they are a lower frequency and should go at the beginning

StartCh=1
[CHANNEL]
Name=Washington
Folder=Washington
Freq=22
Antenna=01.01.1930-01.01.2000:44.16,-35.10:100000
Copy what is bold
^^^^, then open up the radio.cfg file in CCs' Mod and copy them in, remember the Washington Station goes before CBS. Save, go back into JSGME and re-activate CCs' Mod and you are good to go.
As a precaution, be sure to back-up your stock radio.cfg file, just in case.
Maybe send Digital Trucker a PM regarding the link, or try it again to see what happens.
Edit: Good point DT regarding 1.3 compatible mods.
