You appear to be getting the "A new submarine base is available for operations in Lorient" radio message, which commences around mid-July, confused with the "Base changed to: Lorient" message, which occurs at midnight on 1 September 1940 (GWX or stock).
The former message is just letting you know that Lorient is available as a dockable base, it is NOT telling you that
your base has changed. The latter message does this.
Until 1 September your base is Wilhelmshaven, although you can dock at Lorient, but it will be treated as docking at a "friendly" base.
