Absolutely right! One of the greatest PITA issues to skippers was not knowing when/if new ordinance/weapons/radar were going to be available. Usually it wasn't until a refit in port that they were notified...
Much to the annoyance of skippers like O'Kane and Fluckey who wanted to get right back into the fight asap and "didn't have time" for major refits...
@incubus: As far as upgrading sub systems, you might want to look into the Real Fleet Boat mod, or Trigger Maru if you haven't already. Quite a number of realism issues have been addressed...
