Default Zones.cfg

I am trying to mod the Zones.cfg for the sinking mechanics. Here are some questions that i have encountered, and hope someone to help me.

What is meant by Multiplier, Flotability?

Moreover, after my modding, i can see a small tanker stay unsunk even the whole aft part of the ship is under water..... Can anyone explain?
