The difference is, the desk Jockey got RSI as a result of poor H&S standards at her work. i.e. it was her employers fault so they pay.
The para, however, was injured by enemy action. i.e. it was not his employer's fault so they do not pay.
If the para could prove that his employer (the army) knew about the land mine's location, but still told him to stand on it*; then assuming he won the case in court, he would receive far more than the desk jockey with RSI.
*or any other form of irrisponsibility like this.
