Type II boats were not the most powerfully propulsed boats in the german navy. All II's had twin 700bhp diesel engines which, were 50bhp less powerful than the electric engines in a VIIC!
The type II's primarily were intended for defensive use, the IID was intended to operate further afield though round the British coastline because they carried a sight more fuel than the previous II's did. Also the IID had better Electric engines than its predecessors.
Top speed of the type IID was 13 knots, and due to its small size on a rough sea will easily be further slowed down. Though in actuality it probably was slightly slower than listed top speed because the engines in a IID needed to be more powerful to propel the extra weight of the IID from the additional fuel. The engines the IID had were identical to the IIA engines, which propelled a significantly lighter boat.
