It's due to the fact that those with more liberal agendas hold a supermajority in both the States' Upper and Lower Legislative Bodies. This means, that even with the Veto Pen . . . GOV Arnold can't really stop anything that has some serious left weight behind it.
And yes, it is a felony to vote if you aren't a US Citizen in the State of California. But this is also a state where you aren't required to have a proof positive picture ID to prove you are a citizen to vote. They'll even except Gym membership cards!
