The problem is that the tonnage requirement is too high for the mission. I gather the only troop transport in the convoy was the Small Passenger Carrier, which has a tonnage value less than that needed to complete the mission. Open up
ContactReport 12.mis (in the Campaigns folder) and change Tonnage=3500 to something like 1500.
