If your using the "repeat patrol fix", the problem is i forgot to adjust the availablity date for pearl harbor on that modlet. TO resolve, just disable the repeat patrol fix, and the transfer option should come up.
If your not using the repeat patrol fix, then what happened was you got a repeated mission on the 3rd mission if your next mission is NOT to Honshu. Its on my list of things to fix.
