Yes, they do, but ship hulls are almost always curved near the keel. If a magnetic aimed beneath the keel hits the hull due to rough weather, more often than not, it just bounces off without detonation. At least that's been my experience.

I use magnetics if I have to shoot at destroyers. I would consider them for bad angle shots in good weather, if maneuvering to a better firing position wasn't an option for some reason (high target speed, for example).
