This is the case in SH4...aparently the 4 images are simply eyecandy but in reality they are linked so if you lose one stbd engine you lose all stbd engines.

You are correct in thinking that you should be able to RTB on 1 or 2 of 4 engines. Sadly the game wont let you because it was not modeled in a historically accurate manner.
