Just transfered from 1st Flotilla without problems. A patrol earlier I've tried without results but this time: new base La Spezia. Maybe there is a date problem and something crashes? Don't remember from when 23rd is available. Maybe it's the sh3cmd?
PS I thought that I'll be able to pass through Gibraltar but no... it took 1 day to teleport my boat from Brest to La Spezia... and on last patrol I was near Gibraltar so I could just sneak through and dock in La Spezia, than click transfer...
