You can use a batch converter such as MEDIA CODER (freeware) to change the format of your audio files. It's quite a sophisticated little program. I use MP3 almost exclusively and haven't experienced too many problems. It may be that the player within SH III is coded to look for .ogg files first, but I can't see why that should be.
It could be the sample rates yuor files are in. That can casue files to play out too fast. That's why I standardise everything in my gramophone to the same audio format and the same sample and bitrates.
The limit is your HD memory size.
0 dB is an industry standard for "maximum playback volume." (without distortion). VU meters and PPMs are calibrated to 0 dB
Edit: Sorry I forgot to mention that it's best to use SH3 Commander to randomise the gramophone tracks - otherwise they play in the same order each time.
