Have you been able to add any other MODs via JSGME?
Ok lets' try this from the installation Readme:

Extract the archive in a location of your choice and run the "create folders.cmd" file included. This takes the two dds files in the same folder and copies them into a folder structure that can in turn be copied into your SH4 installation directory.
Alternatively cou can copy the two folders and all their contents into you JSGME "MODS" directory and enable one of your choice."
