I am reading "Wolfpack," an Osprey Publishing book(I think) and in there is written how a Uboat commander orders the deck crew into action because the sky is overcast and, therefore relatively safe to conduct surface engagements. Just curious if this is modelled?

I don't know, what I do know is that later in the war, when the Allies started to use centimetric radar no U-boat is safe on the surface, overcast skies or not. |
IMO it is  As stated earlier, if the weather is too bad your gun crew will not be allowed on deck
