Hold on.
Firstly, if you are having really bad FPS in harbour, enable the
GWX - Lite Harbour Traffic. This should remove all the traffic except your escort. Give that a go and see how things improve.
Also, remove the Seafloor mod, this really drains FPS and how often do you see the seabed?
If they improve enough, try the High Textures option, see how that is.
If you still have trouble, all is not lost.
Just copy the files in the IXD2 Camo skin into the other 'Lowres' textures folder.
But try the above first.
You might find this interesting. During it's creation, GWX made the choice to 'pack' all the textures for all the objects into files called DATs. This was to improve loading & performance. In doing so, there are now no LOW RES textures left for the game to use.
SO the only thing you are struggling with is the harbour traffic.
