Ok, it is working ingame. Same date as you (date in screenie).
Here is my folder tree for the MODS folder of JSGME, yours should look like this, with your relevant SH3 install directory. Sorry for the 'blurring' but there's stuff there which can't be made public yet.

Finally, all I can suggest is repeat the process.
Roll Back SH3Cmdr
Disable Mod
(check to see that mod has been removed by checking the textures folder)
Re-check the folder tree of the mod.
Enable Mod
Test without Sh3Cmdr & then with SH3 Cmdr.
