There is an ideal zero gyro angle,while engaging,as well as various from 4 to 8 meter running depthes,and nevertheless all torpedoes just bump away from those Scapa Flow tankers and Troop Transport.
I am in September 1939.Maybe this an implemented early war torpedoe failure feature,if it's implemented in GWX of course,that is the fault?

The angle Canovaro mentioned is not gyro angle, but the angle at which the torpedo strikes the hull og the ship.
Ideally, you want the torpedo to hit at a 90 degree angle (perpendicular to the hull)

No,the angle of the strike is not a problem in this case.I am always targeting the side of hull exactly at the angle of 90 when engaging those docked ships.
For example,C&D class destroyers anchored a bit away are quite an easy kill in the same conditions.
As for the difficulty of port raids - the Raids of Scapa Flow are quite easy in GWX if you use the South-Eastern Sound (with scuttled ships).To my opinion,Scapa Flow is foremost the easiest port to get into,in GWX.
