you're right -- the observation periscope is has a larger head, lets in more light (in the usn also known as the night scope), has a wider field of view and can tilt to look higher. the attack scope has a smaller head, narrower profile -- a smaller field of view but also less noticeable.
both scopes, afaik, had rangefinding equipment -- that and bearing (and a stopwatch) is all you need to calculate a firing solution.
