Liverpool was a main concentration point for North Atlantic convoys. There should be 50-100 merchants there at any one time, and more escorts than you could hope to survive. Same with Loch Ewe, or any main naval base.

SHOULD be more ships. Until now, the most crowded harbour I raided was Dover, about 15 ships, followed by Scapa Flow and Loch Ewe.
Funnily enough, someone raided Firth Of Clyde before me, most of the ships were already sunk when i approached. The big ones, of course
