Liverpool was a main concentration point for North Atlantic convoys. There should be 50-100 merchants there at any one time, and more escorts than you could hope to survive. Same with Loch Ewe, or any main naval base. |

SHOULD be more ships. Until now, the most crowded harbour I raided was Dover, about 15 ships, followed by Scapa Flow and Loch Ewe.
Funnily enough, someone raided Firth Of Clyde before me, most of the ships were already sunk when i approached. The big ones, of course
