you're right, there SHOULD be more ships. Until now, the most crowded harbour I raided was Dover, about 15 ships, followed by Scapa Flow and Loch Ewe.

Funnily enough, someone raided Firth Of Clyde before me, most of the ships were already sunk when i approached. The big ones, of course
