It's not like SH3 where you can buy conning tower upgrades with renown points in the upgrade menue, Refit only, if you look in the sub upgrades file, there is nothing there for conning towers, I know that sucks, but hey ye get them free with a refit
or edit yer files like I did for my sugar boat, cause I hate bathtub towers
