You're not imagening. All the japanese (and allied) gunners have become far more accurate, even on the first few shots, even though these are seldomly spot on. There is no longer any hope to take down a DD with your deck gun in a gunnery fight, you WILL loose, just as it's meant to be.
Regarding depth-charges I think they're just a little bit better, but I've also been better at keeping myself from being detected so I haven't seen much depth charging lately. Although what I've seen have been quite exciting.
