This may be a problem with the sugar boats.
I also did a whole lot of file changing in order to get the towers up graded. Essentially I made a dummy carreer with the tower I wanted. Then exited the game, renamed the save some false name, and restored my current game. Went into the dummy game, found the active user unit UPC file, copied it. Went to my current game, and pasted that file into the current game. Went into the file, and assigned my boat's identification to the opening lines.
This was a heck of a lot more than what was stated in that thread that supposedly addressed the problem.
I got my tower, but I also have SD radar a tad earlier than I should.
I am a little miffed that UBI didn't just impliment a system that worked well, and that is the system in SH3 where you could choose if you got a new tower or not, as a stop gap for the failed update system the put into SH4
