Those tools where already included in the SH3 official patch 1.4
so to use them in map just click the "'?" sign above right before using any tool: That will change your cursor to the tools you are looking for. Besides, in GWX you can see in the top-right corner a draggable circular compass. It just protrudes a bit in teh corner to leave a clear view, but it is there....just grab it with your mouse and drag it to where you want
