I have had the same boats for my whole sh4 experience (I am currently in July 42.) I have yet to get a tower upgrade. My S-boats are completely undefended from the air, and my Tambor still has the pre war, windowed tower. It is not like my renown is low, or my patrols have been lousy. I am just not getting up graded, which is really annoying me.
