I would say that it is a matter of $.$$ values, GWX is free, so selling a product with bonus "free stuff" is not that attractive to purchasers, especially since the majority wouldn't even know Subsim or GWX.
However, the
crap from X1 you normally have to pay for, so getting this as a bonus would appear to be good value, and appeal to this group.
