You can actually remove fatigue altogether, in two ways.
First, using the excellent standalone program SH3 Commander, you can read about it here -
http://www.users.on.net/~jscones/software/products.html Many kaleun's here will not leave port without it.
Secondly, if you are using Stock SH3 1.4b, there is a standalone cfg mod which will also remove the fatigue. I've just got to find it.
Either way, it will allow you to compare and see which values you need to change if you wish to adjust the fatigue model.

If you plan to use the basic.cfg in the above link, I suggest getting JSGME (JScones Generic Mod Enabler) which you can get at the same site as SH3 Commander. JSGME allows you to enable/disable mods in an external GUI while maintaining the integrity of the original SH3 files.
