As far as I know, observation periscope was bigger and more powerfull at night (better vision) while the attack perisope had a thinner profile (showing less wakes) more suitable for daylight.

Don't know about night attacks, but using the observation scope in bad weather attacks usually helps me see better. There are some differences (in magnification too i belive), but they can be subtle.
