Then make sure that your mods are in the format "MOD NAME\data\etc", as Mudrik states. Many mods don't work because they are either incorrectly zipped or incorrectly extracted into a structure of "MOD NAME\MOD NAME\data\etc". For non-Vista users this is the biggest problem to worry about.
