You need to think a bit more laterally than this.

Pls post your equivalent to the below, from en_menu.txt:

Do this TWICE. The first time ensuring that SH3Cmdr has been rolled back first, and the second time with SH3Cmdr files installed (in other words, load SH3 via SH3Cmdr, then alt-tab back to Windows and check SH3's en_menu.txt).

If your results differ, well, you know what the problem is, LOL!

If your results are the same, then, well, I will still bet it's an installation problem. What you are experiencing is NOT normal and is not experienced by players with a correct GWX installation.

PS: I've assumed that there was a lot more to the Help file than what you posted.
