Not so much a bug as out generation of war movie goers are too optimistic as to what damage can be survived or repaired. Save often until you get a better feel for the game. Don't take risks you aren't willing to suffer the consequences.

This seems pretty accurate. At first I simply assumed that since it seemed all damage was fixed that things were fine and I could repeatedly recieve decent damage and recover. Since these issues have arisen I have been more cautious and tried to avoid damage at all cost. No more deck gun battles with destroyers for me.
