During the Spanish Civil War some Italian subs were used to bomb important communication nodes like bridges, useing the deck gun.
The Regia Marina used submariness instead of surface units, like cruiser, because the Regia Marina can not formally aid the Franco's Nacionalist Army. The actions made by the Regia Marina during those period were pirate actions, and a sub is a more stealth unit than a cruiser.
